Todd Philips

Director, San Diego Workforce Partnership

Todd brings more than 16 years of experience in both the public and private sectors to the oversight of the San Diego Workforce Partnership’s government relations and labor market research activities. He is also tasked with the development of strategic alliances with key stakeholders and advises the President and CEO on legislative priorities. Todd has previously served as the Director of Policy and Public Affairs at the San Diego Housing Commission, as campaign manager for two local political races and has worked for the San Diego City Council. 
 
Todd currently serves as Trustee for the U.S. Conference of Mayor’s Workforce Development Committee, as a director of the United Way’s Home Again Board and as chair of the Scripps Ranch Planning Group.  He is a 2006 graduate of LEAD San Diego and was recognized on San Diego Metropolitan Magazine’s “40 Under 40” list in 2007.
 
Todd holds a Juris Doctor from the University of San Diego School of Law, a Masters in Public Administration from the University of Houston, and dual bachelor’s degrees from Southern Methodist University. In 2011 Todd was selected as a Center for Social Innovation Fellow for Non-Profit Leaders at the Stanford Graduate School of Business.
