Prior to serving as the Vice President and Chief Operating Officer, Ms. Louie served as a project manager for several of Wakeland's developments. Before coming to Wakeland she spent six years as an associate regional planner at the San Diego Association of Governments (SANDAG), where she gained expertise in affordable housing issues, including the preparation of housing elements for local jurisdictions and the determination and allocation of regional housing needs. She also developed and implemented an outreach program to educate elected officials, community members and the media about affordable housing. Ms. Louie has also worked as development director at the Center on Policy Initiatives, a social and economic justice research and policy development non-profit, and project manager at United Indian Nations CDC, a non-profit working to increase culturally-based community organizing and development in the Bay Area's American Indian community. She received her masters degree in city and regional planning from the University of California , Berkeley in 1998, where she focused on community and economic development.
