Rebecca Louie is President and Chief Executive Officer of Wakeland Housing and Development Corporation, a nationally recognized nonprofit developer and long-term owner of affordable and supportive housing across Southern California. With decades of experience, she has led the creation of thousands of high-quality homes and built strong partnerships that expand access to opportunity.
A proud Native Alaskan, Rebecca is a passionate advocate for housing equity, driven by a belief that stable housing is the foundation for individuals and families to truly thrive.

Rebecca Louie is a longtime leader in the affordable housing sector, with more than two decades of experience developing and operating affordable and supportive housing throughout Southern California. As President and CEO of Wakeland Housing and Development Corporation, she leads one of the region’s most established nonprofit affordable housing organizations and has been involved in the development of thousands of affordable homes.
Throughout her career, Ms. Louie has worked to expand housing opportunity and address homelessness, bringing together public agencies, community partners and other stakeholders to move complex projects and initiatives forward. She is also an active advocate for effective housing solutions at the local and state levels.
Ms. Louie is a frequent speaker on affordable and supportive housing and has been recognized for her leadership and innovation. Her honors include an Innovations Award from the San Diego Housing Federation for developing the Supportive Housing Learning Network and recognition by the San Diego Daily Transcript as one of San Diego’s Most Influential Women.
She is active in housing and civic leadership locally and nationally, serving on the boards of the Housing Partnership Network, California Housing Consortium, San Diego Regional Task Force on Homelessness and Downtown San Diego Partnership, as well as UC San Diego’s Center for Housing Policy and Design.
Ms. Louie joined Wakeland in 2005 and previously served as its Vice President and Chief Operating Officer. Her earlier career included work in public policy and community development at SANDAG, the Center on Policy Initiatives and United Indian Nations Community Development Corporation.
A Native Alaskan and member of the Tlingit and Haida Indian Tribes of Alaska, Ms. Louie holds a B.A. in Urban Studies and Planning from UC San Diego and a master’s degree in City and Regional Planning from UC Berkeley.
