Rebecca Louie is President and Chief Executive Officer of Wakeland Housing and Development Corporation, a nationally recognized nonprofit developer and long-term owner of affordable and supportive housing across Southern California. With decades of experience, she has led the creation of thousands of high-quality homes and built strong partnerships that expand access to opportunity.

A proud Native Alaskan, Rebecca is a passionate advocate for housing equity, driven by a belief that stable housing is the foundation for individuals and families to truly thrive.

Rebecca joined Wakeland in 2005 as a project manager and has worked across development, operations, resident services, and organizational leadership before becoming CEO. Her progression through the organization gives her a full-spectrum understanding of the work required to develop, operate, and sustain affordable housing communities over time.
During her tenure at Wakeland, the organization has developed more than 70 affordable housing communities providing over 9,000 homes for families, seniors, veterans, transition-age youth, and individuals exiting homelessness. Wakeland communities are known for thoughtful design, strong resident services, and long-term stewardship that ensures stability for residents and neighborhoods.
Rebecca is also known for building strong, mission-driven teams. Wakeland benefits from exceptional staff stability, with members of the executive leadership team each serving the organization for more than fifteen years. This continuity has created deep institutional expertise and a collaborative culture focused on delivering high-quality housing and services.
Her work is grounded in the belief that housing is foundational infrastructure that shapes health, economic mobility, and community stability. Across Wakeland’s supportive housing communities serving individuals exiting homelessness, residents maintain housing stability at a rate of approximately 96 percent.
Rebecca is widely recognized as a fearless advocate for housing solutions. She regularly speaks publicly, engages with media and policymakers, and is known for speaking candidly about the housing crisis and the policy changes needed to address it. She also founded the Resident Services Support Network and the Supportive Housing Learning Network, initiatives that provide training, peer learning, and professional support for frontline staff working in affordable and supportive housing communities.

Rebecca currently serves on the boards of the California Housing Consortium, San Diego’s Regional Task Force on Homelessness, and the Downtown San Diego Partnership.
