Senior Project Administrator
Helen Subka has more than a decade of experience in the affordable housing field, and has overseen the successful securing of more than $133,000,000 in development funding for affordable housing communities.
As Wakeland’s Senior Project Administrator, Ms. Subka is responsible for coordinating applications across the full spectrum of affordable project funding sources – including but not limited to: Low-Income Housing Tax Credits, Tax-Exempt Bonds, MHSA, Low and Moderate Income Housing Funds and HOME funds from local jurisdictions, Transit-Oriented Development, Infill Infrastructure Grant, and Multi-Family Housing Program.
Her experience also includes responsibility for project pre-development activity including due diligence, initial financial underwriting, acquisition closings, as well as initial project financing compliance with the requirements and guidelines for a wide variety of affordable housing programs.
Prior to joining Wakeland, Ms. Subka served as Operations Manager for Hitzke Development Corporation and Funding Coordinator for Affirmed Housing Group. She maintains her professional development through membership and participation in the San Diego Housing Federation and the Regional Continuum of Care.
Fluent in both Russian and English, Ms. Subka has a Bachelor of Arts in teaching from the Narva Teacher Training University in Narva, Estonia, and holds multiple credentials in teaching and ESL. When she’s not working, she enjoys spending time with her family, crafting, cooking and wine tasting.
